The Sea Empowerment and Research Center (SEREC) has called on the Federal Government to immediately commence the implementation of the Cargo Tracking Note (CTN) regime in Nigeria’s international trade and port operations.
In a press release dated January 14, 2025 by H.O.R, Fwdr. Eugene Nweke, SEREC emphasized the vital role of the CTN in improving trade security, streamlining cargo processes, and enhancing operational efficiency within the country’s ports.
SEREC noted that the global port industry is increasingly adopting advanced technologies such as electronic CTNs, blockchain-based CTNs, and API-based CTNs to improve cargo tracking and management. These innovations, according to the organization, are designed to reduce delays, enhance transparency, and lower costs for importers, which would ultimately benefit Nigeria’s trade sector.
The press release acknowledged that the Nigerian Shippers Council, acting as the nation’s port economic regulator, has already approved the deployment of electronic cargo tracking notes.
However, SEREC expressed concern over the delay in implementation, citing a lack of communication with industry stakeholders regarding the reasons for the hold-up.
According to SEREC, the CTN plays a critical role in ensuring efficient trade facilitation by integrating seamlessly with modern tools such as the Single Window Project and advanced customs systems like the B’odogwu application.
Additionally, the CTN provides shippers, freight forwarders, port operators, and customs authorities with a reliable and standardized system for tracking, managing, and clearing cargo. By enhancing transparency and mitigating risks such as theft, loss, or damage, the CTN boosts confidence in the trade process and attracts more businesses and investors to the sector.
In the shipping industry, the CTN remains a critical component for supply chain visibility, compliance with regulatory requirements, and risk management. It also supports customs clearance processes, facilitates cargo identification, and helps resolve claims and disputes efficiently. SEREC stressed that the relevance of the CTN is not diminished by the adoption of new technologies; rather, it complements these advancements to further enhance efficiency in the maritime sector.
The press release concluded with a strong appeal to the Honorable Minister of Marine and Blue Economy to support the Nigerian Shippers Council in fast-tracking the implementation of the CTN regime. SEREC underscored the importance of managing the system in a cost-effective manner to avoid adding unnecessary financial burdens on shippers.
“This is a crucial step toward ensuring operational efficiency at Nigeria’s ports, facilitating trade, and positioning the country as a competitive hub in global maritime trade,” said Forwarder Eugene Nweke, Head of Research and Strategy at SEREC.
The organization remains optimistic that the Federal Government will prioritize the deployment of this critical tool to address the current inefficiencies in Nigeria’s port operations and secure the country’s position in the global trade landscape.
