The Nigerian Ports Authority (NPA) has intensified efforts to deepen digitalisation in Nigeria’s port system through the planned deployment of a Port Community System (PCS), even as it undertakes a comprehensive review of the Electronic Call-Up System (ETO) currently managing truck traffic around the Apapa port corridor.
Speaking with journalists in Lagos on Tuesday, the Managing Director of the NPA, Abubakar Dantsoho, described the ETO platform as a critical intervention that helped restore order to port logistics in Apapa after years of debilitating gridlock that disrupted port operations and negatively impacted residents and businesses.
The ETO system, developed in partnership with Truck Transit Parks Limited (TTP), introduced a structured framework for scheduling truck movement and regulating access to the ports, significantly easing traffic congestion and improving operational efficiency in the area.
Dantsoho, who was represented by the General Manager, Corporate and Strategic Communications, Ikechukwu Onyemekara, noted that the improvement in travel time and easier access to the Apapa port corridor are clear indicators of the system’s impact, as previously congested routes have become considerably more navigable.
He disclosed that the initial contract governing the ETO platform has expired and is currently undergoing a detailed evaluation aimed at identifying operational gaps, addressing stakeholder concerns, and strengthening the system’s efficiency.
Despite the ongoing review, the NPA boss assured that the ETO platform remains operational under interim arrangements to ensure there is no disruption to port activities.
According to him, the assessment—being carried out in collaboration with Truck Transit Parks Limited—is expected to produce a refined operational model that aligns with the Authority’s broader digital transformation strategy.
At the centre of this strategy is the Port Community System, an integrated digital platform designed to connect all stakeholders operating within the port ecosystem.
The Authority explained that the PCS will harmonise the multiple standalone digital systems currently operated by different agencies and service providers into a single interface, enabling seamless information exchange, improved coordination, and greater operational efficiency across the port value chain.
Dantsoho noted that adopting a Port Community System aligns with global best practices, where digital interoperability among stakeholders enhances transparency, efficiency, and service delivery. While acknowledging minor integration challenges, he expressed confidence that ongoing collaboration among stakeholders would address them.
On concession agreements, the NPA Managing Director confirmed that several port concession contracts have expired. However, he explained that the Federal Government is prioritising a thorough review process before approving renewals in order to address legacy concerns and establish more balanced agreements.
He acknowledged that some operators have expressed concerns over uncertainties surrounding the renewals but stressed that interim extensions granted by the government demonstrate its commitment to maintaining stability within the port sector while the reform process is concluded.
The Authority also highlighted the complexities associated with deploying digital platforms such as the ETO and PCS in emerging port corridors like Lekki, where operational responsibilities are shared among multiple stakeholders.
According to Dantsoho, unlike the Apapa port corridor where the NPA exercises broader operational control, implementation in Lekki requires deeper collaboration between private investors and government agencies.
Industry observers note that the adoption of a Port Community System has become a global standard in modern port administration, enabling seamless interaction among shipping lines, terminal operators, freight forwarders, customs authorities, and other stakeholders through a unified digital platform. For Nigeria, the initiative by the Nigerian Ports Authority is expected to improve cargo clearance processes, enhance transparency, reduce operational delays, and strengthen the competitiveness of the country’s ports within the global maritime logistics chain.
He assured stakeholders that port operations will continue smoothly throughout the review period, expressing optimism that the outcome will strengthen the gains achieved under the ETO system while paving the way for a more integrated and efficient port ecosystem through the Port Community System.
