By Sandra Chukwunyere In a significant move to strengthen maritime security in Nigeria, the Maritime Security Providers Association of Nigeria (MASPAN) has called for a deeper collaboration with the Nigerian Navy.
The association’s president, Mr. Emmanuel Maiguwa, made the appeal during a courtesy visit to the Flag Officer Commanding (FOC), Western Naval Command, NNS Beecroft, Rear Admiral Michael Gregory Oamen in Lagos.
The meeting, which was a follow-up to discussions held during the Expanded Gulf of Guinea Maritime Security Conference in 2013, aimed to foster a stronger partnership between MASPAN and the Nigerian Navy.
Maiguwa emphasized that the association’s primary objective is to support the Navy’s efforts in securing the maritime domain, while promoting professional standards and protecting the interests of its members.
“MASPAN, which was formally registered in 2016, has a structured approach to addressing sector-specific concerns.The association is divided into forums for private maritime security companies, maritime logistics support providers, training institutions, and consultants.
“This structure enables MASPAN to deliberate on specific issues and escalate them to the wider body, ensuring that its efforts are focused and effective”
MASPAN President highlighted some of MASPAN’s past interventions, including the development of operational guidelines for private maritime companies. These guidelines ensure compliance with Nigerian laws and international best practices, promoting a standardized approach to maritime security.
“The association has also intervened in disputes over security vessel manning levels and worked to stabilize charter rates for maritime security vessels, preventing safety compromises.
“One of the major challenges facing the maritime security sector in Nigeria is the persistent delay in inspection and clearance of newly acquired security vessels”
He revealed that some companies have waited for up to four months before their vessels could be inspected and approved, resulting in significant financial losses. These delays not only increase operational costs but also lead to loan restructuring, stretching repayment schedules by years.
To address this issue, Maiguwa proposed allowing out-of-schedule inspections funded by operators, including pre-departure inspections before vessels leave their countries of origin. This would enable faster deployment of security vessels, once they arrive in Nigeria.
He also called for formal recognition of MASPAN’s industry-aligned operational standards, particularly the requirement for private maritime security companies to maintain 24-hour operational control rooms for effective monitoring and quicker incident response.
Rear Admiral Oamen, the FOC, Western Naval Command, commended MASPAN for its structured approach to industry challenges.
He assured the association of the Navy’s readiness to work closely with stakeholders to safeguard Nigeria’s maritime interests.
The meeting ended with both parties expressing a commitment to continuous engagement, aimed at tackling sectoral bottlenecks, improving compliance, and enhancing the safety of Nigeria’s waters.
