The Nigeria Customs Service (NCS) in Zone A has introduced a One-Stop-Shop (OSS) system. The OSS is designed to bring together all relevant government agencies and stakeholders under one roof, streamlining the cargo clearance process and reducing dwell time. This innovative approach is expected to have a significant impact on trade facilitation and economic growth.
The launch of the OSS marks a significant milestone in the NCS’s modernization drive. According to Assistant Comptroller-General Mohammed Babandede, the Zonal Coordinator, Zone A, the OSS is a smarter, technology-driven approach to cargo clearance that will enhance efficiency, transparency, and inter-agency collaboration. The system is backed by the B’Odogwu digital platform, which enables real-time data sharing, centralized documentation, analytical reporting, and seamless trader engagement through the Customs portal.
The launch of the OSS has been welcomed by key port stakeholders, including Comptroller Frank Onyeka, Customs Area Controller, Tincan Island Port; Comptroller Emmanuel Oshoba, Apapa Customs Area Command; and Comptroller Peter Ntadi, Area Controller, Western Marine Command. The event, which took place at the Apapa Port, was also attended by representatives of freight-forwarder associations, terminal operators, and licensed Customs agents. These stakeholders have lauded the initiative as a welcome innovation for the trading community, while also outlining their concerns.
One of the concerns raised by stakeholders is the potential for additional layers of checks and interceptions outside the ports. Alhaji Kayode Aminu, a participating freight forwarder, wondered if the system would eliminate the need for Customs units to intercept consignments on the road.
He also questioned the function of the CIU, Customs gate, and other layers of checks before consignments leave the ports. Chief Osita Chukwu, the National Coordinator of Save Nigeria Group, also drew attention to delays outside the purview of the Service, noting that activities of the Nigeria Police Force also interfere and increase delays in the cargo clearance system.
In response to these concerns, Assistant Comptroller-General Babandede emphasized that the success of the OSS relies solely on the integrity of its implementation. He therefore called on Customs officials and the trading community to efficiently utilize the process. Comptroller Emmanuel Oshoba, the Apapa Customs boss, assured that the nation’s premier port will be a model Command for OSS.
The NCS has expressed its commitment to reinforcing its commitment to “strengthening trade for national growth” through technology-enabled reforms that align with international best practices. The launch of the OSS is a significant step towards achieving this goal, and it is expected to have a positive impact on trade facilitation and economic growth.
