The Association of Nigeria Licensed Customs Agents (ANLCA) has called on its members to enrol in the Nigeria Customs Service (NCS) Authorised Economic Operator (AEO) programme to boost trade facilitation and speed up cargo clearance at the nation’s ports.
The AEO scheme is a voluntary certification programme based on the framework of the World Customs Organization (WCO).

It recognises credible operators in the global supply chain—including importers, exporters and licensed customs agents—who meet established security and compliance benchmarks. Companies certified under the scheme benefit from expedited clearance, fewer inspections and preferential treatment.
However, participation in the programme has remained weak. Of the 584 applications submitted before the January 31, 2026 deadline, only 154 firms scaled through the Customs validation process, representing about 26 per cent. From that number, 51 companies obtained full certification, while 45 received provisional approval.
The National President of ANLCA, Mr Emenike Nwokeoji,expressed concern over the low turnout while addressing members at the association’s Annual General Meeting on Tuesday in Lagos.
Nwokeoji revealed that the Nigeria Customs Service has raised concerns about the limited response of ANLCA members to the initiative.
He said the association is collaborating with Customs on several trade facilitation measures, including the AEO programme, Advance Ruling for importers of uniform goods, and the One-Stop-Shop platform. He urged members to take advantage of these initiatives to improve efficiency and compliance.
ANLCA boss also disclosed that the Federal Government’s National Single Window (NSW) project is scheduled to commence operations on March 27, 2026. According to him, the association will begin training its members to ensure they are fully prepared for the transition.
“The first phase of the NSW rollout will cover the submission of manifests and the renewal of licences for regulatory bodies such as NAFDAC and NESREA.” Permits and approvals from these agencies will now be processed through the digital portal.”
Although training has already started in some locations, Nwokeoji assured members that ANLCA’s own training sessions will begin on Wednesday.
He encouraged active participation, emphasising that the new systems are designed to enhance operational efficiency and regulatory compliance.
